vFAT long filenames
As we know, TOS has problem with vFAT long filenames. There are patches for that, but maybe... Hddriver could include such patch?

I'm afraid this is not possible. Hard disk drivers work on the BIOS level, but filenames are handled on the GEMDOS level. Therefore hard disk drivers have no knowledge of the filesystem, and do not know anything about filenames. They more or less only know about sectors.
Any patch must be done on the OS level that deals with filenames, and this is on GEMDOS level.

Hddriver does not have to know anything about filesystem, it just has to patch TOS, like it already does for some other things, like file handles, etc.

File handles? I'm not sure what you mean. HDDRIVER does not know anything about files, and HDDRIVER does not patch TOS.
In order to do anything related to filenames you have to know details about the filesystem. Hard disk drivers do not have this knowledge.
